Position Summary: Under the direction of the System Planning and Reliability Manager, responsible for all aspects of the Metering and Substation departments at McKenzie Electric, within the scope of his/her training and certification in a safe and efficient manner within accepted McKenzie Electric Cooperative (MEC) and Rural Utilities Service (RUS) operations standards. Other duties are as assigned. - Provides direct oversight of the metering and substation departments.
- Directly responsible for Metering and Substation employees.
- Directly responsible for all aspects of substation maintenance and operations at MEC.
- Develops preventative maintenance and testing program for MEC substations including standard operating procedure for detailing MEC substation maintenance standards, annual calendar for all necessary tasks, and provides routine updates on overall status of MEC substations.
- Annually assess all substations, develops long range project plan and associated budget.
- Works close with employees in the engineering and operations departments to identify underperforming or assets that are at risk, takes steps to resolve/address identified issues.
- Coordinates with Compliance Manager to ensure all aspects of MEC Asset Management system are utilized and that all assigned compliance activities are complete, assists with reporting and documentation. Assists with the data management.
- Directly responsible for the overall meter department, which includes the maintenance and testing program, MEC metering standards, meter specifications, data management associated with metering, MDM system, and MEC communication platforms.
- Establishes metrics on overall meter activity, actively addresses meter issues, reports out on overall health of MEC metering program.
- Works closely with Engineering, assists with design and review of substation projects, actively involved in commissioning and turnover of new substation sites.
- Works closely with Reliability Engineer to support SCADA system.
- Primary contact for all physical communication infrastructure including Radio network, OPGW/Fiber network, and Cellular network
- Actively involved in training and mentoring technicians to ensure well versed department; works closely with the Human Resources department to ensure compliance and consistency and enforces policies and procedures are understood and followed.
- Responsible for substation and metering budget.
- Coordinates with necessary contractors to support both Metering and Substations activities.
- Works with closely with members, coordinate outages, support outage requests, respond to member issues, and assist with future substation planning for new member load
- Works closely with Operations to support system work.
- Responds to member issues.
- Works closely with Business Manager on metering issues and takes responsibility for addressing and resolving any metering issues.
- Establishes an environment of continuous improvement.
- In conjunction with the Operations Manager, Manager of Engineering Services and the Chief Operating Officer, provides leadership support in responding to emergency restoration and storm damage.
- Responsible for reporting out and communicating on activities associated with department.
- Performs all responsibilities in accordance with MEC’s Policies and Operating Procedures, National Electric Safety Code, National Electrical Code, RUS Standards and OSHA Regulations.
- Responsible for all aspects of performance management and adherence to MEC policies and procedures.
- Other Duties as assigned by the System Planning and Reliability Manager.

Education/Experience: Bachelor of Science in Electrical Engineering desired; Bachelor’s degree in some Engineering Discipline required; minimum 7 years’ experience in a highly responsible engineering capacity responsible for the improvements of electrical transmission, substation and distribution facilities, desired. Knowledge: - Ability to maintain a strong sense of propriety concerning confidential matters.
- Knowledge of working with control systems and asset management systems
- Ability to maintain a good working relationship with members, director, managers, supervisors, fellow employees, representatives of other utilities, outside consultants and the public.
- Knowledge of RUS construction specifications, National Electrical Safety Code, OSHA regulations and National Electric Code
- Proficient in the use of Excel, Microsoft Word and AutoCAD
- Ability to make decisions within established precedent and with limited supervision

Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Physical Demands: Subject to both inside and outside environmental conditions and temperature changes. Some overnight travel to industry trade shows and training conferences is required. Frequent physical activity to include walking, bending, lifting up to 25 pounds, occasional lifting in excess of 25 pounds, climbing, crouching, kneeling, reaching, crawling, pushing, and pulling. May spend long periods of time driving and/or riding in company vehicles to reach remote areas of the service territory. Must be able to communicate clearly for work and safety compliance.
