Science Systems and Applications Inc., (SSAI) is actively seeking a highly experienced, detail oriented, and dedicated Senior Flight Buyer for employment in our Headquarter offices located in Lanham, MD. This position provides experienced procurement activity support in the areas of space and flight hardware including Printed Wiring Boards (PWB), Printed Circuit Boards (PCB), and various flight procurements, as well as electrical, electronic, and electromechanical parts, materials, services, and equipment.
Acts as lead Flight buyer overseeing complex Printed Wiring Board and Printed Circuit Board procurements with detailed understanding of manufacturing process and order requirements.
Fully proficient knowledge of quality processes and technical aspects of PWB/PCB orders with ability to understand and coordinate technical questions between vendors, internal Engineering customers, and Government customers to adequately facilitate orders
Conducts entire lifecycle procurement process, and develops procurement file documentation in accordance with company procurement policies and procedures, Federal Acquisition Regulations, Public Laws and other supplemental regulations. Ensures approval of negotiations and agreement terms are accomplished by appropriate procurement and program management.
Develops Request for Proposals (RFPs) and solicits cost and technical proposals as required from potential vendors/suppliers.
Evaluates vendor/supplier bids and performs cost/price analysis to determine fair and reasonableness of bid.
Negotiates the price, delivery, quality, service expectations, and terms and conditions with vendors/suppliers.
Selects and recommends vendors/supplies to Project Manager and Procurement Manager
Creates and issues agreements to vendors/suppliers, (including Purchase Orders (POs) and PCARD orders under Government prime contracts and subcontracts.
Administers agreements, including issuing correspondence, recording documentation, validating certifications, and monitoring product delivery. Maintain tracking and schedules, assist in review and approval of vendor/supplier invoices.
Prepares change order agreements for awards in progress.
Processes procurement transactions in CostPoint procurement enterprise system and ensures all required documents are maintained on company portal. Maintains files in a Contractor Purchasing System Review (CPSR) audit-ready compliance state and updates electronic and hard copy files accordingly.
Required Qualifications:
Bachelor’s degree and a minimum of 5 plus years professional procurement administration experience in Flight procurement to include PWBs/PCBs, or an equivalent combination of education and relevant procurement experience.
Must be able to process high volume of new procurements at any one time while also simultaneously maintaining ongoing procurements such as tracking delivery schedule, reporting, invoice review
Intimate knowledge of Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) requirements
Demonstrated knowledge of Federal Acquisition Regulations (FAR)
Familiarity with Representations & Certifications, SAM.gov, debarment list necessary
Demonstrated ability in the use of accounting software, data base software, Internet software, spreadsheet software, payroll systems, and word processing software.
Familiarity with Microsoft Office Suite, with the ability to prepare routine reports and correspondence.
Effective verbal and written communication skills.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Desired Qualifications:
Prior experience using Deltek Costpoint preferred
Experience working in purchasing in support of NASA programs a plus
Professional certification related to Purchasing, Supply Chain Management or related field
Active membership in a professional organization related to the procurement field preferred
Knowledge and experience as a Buyer in procurements involving space and flight hardware & electrical, electronic, and electromechanical parts, materials, services, and equipment.
