Organizational Overview
Business Services provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by Chief Financial Officer George Clark, Brookhaven's Business Services Directorate includes the Budget Office, Fiscal Services Division, Information Technology Division, and Procurement & Property Management Division. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab's fiscal matters and its approximately $700 million annual budget.
The mission of the Procurement and Property Management Division is to execute and administer contractually negotiated and binding agreements for services, material, equipment, supply and construction requirements for Brookhaven National Laboratory operations and programs as authorized by the Department of Energy.
Position Description
The Procurement and Property Management Division has an opening for a Major Subcontracts Manager (MSM), a leadership position reporting to the Procurement Operations Manager, with experience in complex procurements and the management of subcontracts. The incumbent will be responsible for the management of Procurement staff in the execution and administration of a variety of services and/or complex equipment, through various contract types in a high-volume environment.
Essential Duties and Responsibilities:
Oversee major services subcontracts and purchase order procurement, and contractual agreements.
Responsible for technical oversight, guidance and leadership of a staff of purchasing and subcontracts professionals engaged in the planning and execution of all services and materials in support of the Lab's mission.
Will develop, negotiate, award and manage a wide variety of large high dollar and complex contract types, such as fixed-price, time and material, and cost-reimbursement contracts.
Will procure services, equipment, and material as well as solicit and evaluate bids, quotes and proposals.
MSM will conduct pre-bid/pre-proposal conferences, analyze and manage vendor performance/relationship, ensure contract compliance and negotiate contract terms and conditions.
Identify prospective proposers and bidders.
Conduct research, evaluate findings and make independent decisions on procurement matters.
Oversee the negotiation and placement of annual Blanket Purchase Orders, Master Purchasing Agreements, and annual Service Agreements.
Position Requirements
Required Knowledge, Skills, and Abilities:
A bachelor's degree in a business or engineering discipline.
15 years of directly related experience with increasing scope and responsibility.
Demonstrated ability to deal with project deadlines and high dollar complex equipment and/or construction procurements.
Thorough understanding of management principles and practices.
Thorough knowledge of the Federal Acquisition Regulations (FAR).
Familiarity with the Service Contract Act, Construction Wage Rate (Davis Bacon Act), EEO Compliance, and Justifications for Non-Competitive Procurements, Buy American Act, Small Business Subcontracting Business Plans, Certificates of Cost and Pricing Data as well as standard and specialized terms and conditions.
Candidate must have an in-depth understanding of all principles of the procurement process in a government environment including analysis of requirements and selection of the appropriate procurement method, (RFQ/RFP), valuating prospective Offeror quotes and bids.
Candidate must be able to work within a scientific facility under stringent timelines to meet the laboratory's needs, be proficient in Microsoft Office Word, Excel and PowerPoint and be able to interact effectively and respectfully with a diverse and international population of internal and external customers.
Preferred Knowledge, Skills, and Abilities:
Working knowledge of PeopleSoft.
Master's degree in business and/or Juris Doctor (JD).
Certified Procurement Professional (CPP) or similar certification in government procurement practices.
Experience teaming with legal counsel, project managers, engineers, cost estimators and quality assurance personnel in a scientific or high-tech environment.
