Adjunct Instructor: Budget Management Control System The Heinz College of Information Systems and Public Policy at Carnegie Mellon University seeks an adjunct instructor for a Budget Management Control System course for master's students in its School of Public Policy. The Budget Management Control System course is a half semester (i.e. 7 weeks) during the fall 2021. The course is a recommended for students in the MS Public Policy & Management, Master of Public Management, and Master of Arts Management programs. This course is a follow-on to a basic course that teaches the foundations of finance (e.g. balance Sheet and Income Statement for a simple organization). This course should cover the design and use of systems that assist management in ensuring that organizations achieve their goals i.e. management control systems. It should present the basic principles of management control and uses of management control systems to plan control and evaluate organizational activities. The course should present an extensive discussion of budgets for planning and analysis of variances from the budget for evaluation and control. Design of responsibility centers in organizations to motivate and provide incentives to management will also be studied. Students should practice how and why to allocate overhead and common costs to programs, products and services, and when this is and is not appropriate; preparing formula-driven budgets in Excel; computing variances; and preparing performance reports. The course design should at minimum include relevant readings, problem sets, and cases that allow for applied practice of concepts. Case studies, readings, and assessments should include relevant examples drawn from nonprofit and mission driven organizations as well as for-profit entities in order to align with the students' future employment goals which include: government organizations, nonprofit and for-profit arts and entertainment companies, and service organizations. The instructor should be a practitioner or academic with direct experience or research work in accounting and finance. Recent experience in teaching graduate or professional courses is preferred.
