The Commonwealth of Virginia, Virginia Department of Health (VDH) is seeking a transformational leader to serve as Deputy Commissioner for Administration. VDH is dedicated to serving the community and protecting the health and well-being of Virginia’s citizens. The Commissioner of VDH reports to the Governor of Virginia through the office of the Secretary of Health and Human Resources. The agency currently employs 3,095 full-time staff, and 2,057 contractors, and administers a pre-Covid budget appropriation of $786 million with 38% of that amount from federal sources. Due to COVID related funding the current total operational budget is closer to $1 billion.
The Deputy Commissioner for Administration (DC-A) reports directly to the Health Commissioner and is responsible for managing a broad range of critical functions within this key agency. In addition to serving as spokesperson in the absence of the Commissioner on administrative and financial matters, the DC-A directs the Office of Shared Business Services, Financial Management, Information Management, Vital Records and Procurement and General Services. Total staff for these offices includes approximately 150 classified positions and a varying number of hourly employees and contract staff. The candidate selected for this important leadership position will serve as the agency’s Chief Administrative and Financial Officer and financial advisor to the Commissioner, will independently coordinate projects with other agency heads and management of central agencies, and will work with General Assembly committees, legislators, federal agencies and the Governor’s office.
VDH serves the Commonwealth through 35 local health districts located throughout the state. The office of the Deputy Commissioner for Administration is located within the Central Office at 109 Governor Street in beautiful downtown Richmond, adjacent to Capitol Square, and within walking distance of Virginia Commonwealth University’s medical campus, parks, restaurants and the historic James River. The only region in America with whitewater rapids running through its downtown district, Richmond is a major financial center and enjoys an array of entertainment, educational and housing options within its’ metro area which includes the counties of Chesterfield, Hanover and Henrico.
Extensive experience in complex budgeting and financial management in a regulatory environment.
Experience in leading project and change management initiatives, with a demonstrated ability to drive project and organization results.
A transformational, collaborative, open and honest leader with demonstrated personal integrity, ethical behavior, and business acumen with a proven record of leadership, fiscal stewardship, and accomplishment in large, public sector agencies.
An excellent communicator capable of opening lines of communication and retaining relationships across the agency.
Able to support, develop and improve shared business systems within VDH and across complex funding silos while creating opportunities for ongoing understanding, accountability and engagement between VDH program staff and administrative personnel.
Able to balance the desire, need and pace of change while creating collaborative, realistic goals and achievable implementation plans.
Extensive experience utilizing analytics and business intelligence to improve service delivery.
Master’s Degree in business/public administration and/or VCO, CPA, CGFM certifications.
Executive level management experience in identifying and resolving complex, administrative issues.
Extensive experience with public health programs or government administration, including grant funding management.
