Contract Specialist

Infinity Support Services has an immediate opening for a seasoned Contract Specialist providing cradle to grave support on a Navy contract near MCB Quantico. 

(1) Experience:  A minimum of 5 years’ experience in Government contracting.  Experience primarily associated with SAP type contracts and commercial vehicle leasing contracts is a plus.

(2) Education:   A Bachelor Degree with twenty four business credits hours.

(3)  Active Secret Clearance

(4)  PD2 Experience required

(5) Duties:

• In fulfillment of their daily procurement duties, the Contractor shall adhere to the NAVSUP Instruction 4200.85 Department of Navy Simplified Acquisition Procedures and the Navy/Marine Corps Acquisition Supplements (NMCARS). The Contractor shall be expected to post requirements on Federal Business Opportunities (FED BIZ Ops), Navy Electronic Commerce Online (NECO), General Service Administration (GSA) e-Buy and National Aeronautical Space Administration Solutions for EnterpriseWide Procurement (NASA SEWP) as required.
• The Contractor shall provide services in a timely manner to enable NCIS to meet its regulatory requirements as turn-around times are often short but critical. The Contractor shall prioritize work to meet Procurement Administrative Lead Time (PALT) schedules for awards especially with the influx of requirements at the end of the fiscal year.  The PALT is currently 30 calendar days for requirements with a total cost of $3,001.00 to $25,000.00; 45 calendar days for requirements with a total cost of $25,001.00 to $150,000.00 and 60 calendar days for GSA requirements with a total cost of $150,001.00 to $500,000.00.  The PALT for leased vehicles with a total cost of $500,000.00 to $3M is 120 calendar days.  PALT times may be subject to change during the term of this contract.  Should established PALT times change during the term of this contract, they will be communicated promptly with the Contractor.  The Contractor shall be expected to meet Government established PALT times.  
• With minimal instruction, the Contractor will support the review of procurement packages to ensure the solicitation/RFQ is in compliance with regulations and policies in a manner that will allow for competition. The Contractor shall complete combined synopsis solicitations without instruction as well as complete DD Form 2579 Small Business Coordination Records as required.
• The Contractor shall post and prepare procurement packages for award utilizing various procurement vehicles such as GSA e-Buy, NASA SEWP, Government Wide Acquisition Contracts (GWAC) and Blanket Purchase Agreements (BPA).
• The Contractor shall prepare vendor payment packages for submission to government paying officials adhering to the 31 US Code Chapter 39 - Prompt Payment Act. Contractor shall perform closeouts of awarded contractual documentation utilizing PD2 with minimal instruction and oversight.  Contractor shall support NCIS processes in the file maintenance and archiving of procurement documentation in both hard copy and electronic format.
