The CoMotion Innovation Development group provides services including intellectual property strategy and management, project development guidance, portfolio management, and license, confidentiality, and material transfer agreements.

The position of Compliance Manager assumes a leadership and critical role in the intake management of Records of Innovation (ROI) from UW faculty, researchers, staff and students on innovations they have developed. The University of Washington receives approximately 1.3 billion dollars in federal grants each year.  This position is responsible for the federally mandated reporting compliance with regards to intellectual property developed under these grants. This position exercises independent judgment in interpreting and applying rules and regulations specific to submission of required reports to the Federal Government related to Subject Inventions as well as submission of annual utilization and compliance reports.

RESPONSIBILITIES:

Federal Reporting/ Compliance Functions: (65%)

Provide first point of contact and respond to inquiries by phone, mail, and in-person contact related to Federal Reporting from the different Federal funding sponsors as well as Principal Investigators (PI’s) and their administrative staff.

Provide students and staff with general information and interpretation of policies, procedures and regulations related to Federal Reporting.

Troubleshoot with Principal Investigator and Office of Sponsored Programs (OSP) about concerns and discrepancies regarding compliance reporting through iEdison (database that provides a single interface for grantees and contractors to report government funded inventions to the federal agency who made the award).

Troubleshoot compliance concerns for Federal and non-federal agencies which do not currently report under iEdison such as NASA.

Work directly with National Institutes of Health/Office of the Director (NIH/OD), Director of Extramural Invention and Technology resources to resolve outstanding reporting issues related to UW inventions.

Process and coordinate and successfully complete invention waiver requests.

Represent UW on NIH/OD BETA test group to help universities resolve their outstanding records for which the status was changed to “waive to government.”

Work closely with OSP to ensure compliance on all grant closeouts which include Intellectual Property reporting.  Develop and implement processes for communication regarding closeouts between the two offices.

Using existing templates, internal database and the NIH iEdison.gov website, compose correspondence and submit reports required in Federal Reporting.

Receive, coordinate, disseminate mail and other documents related to Federal Reporting. These may be confidential and time sensitive in nature.

Meet with other UW units such as Office of Sponsored Programs to ensure compliance of close out reporting.

Identify data gaps in CoMotion's internal database related to Federal Reporting, work with database development team to develop a solution.  Implement and train on these new features as needed.  Confirm new database features provide the solution for federal database.

Oversee the clearing/deletion of as many notification messages as possible from the iEdison database.

Review federal grants for information regarding intellectual property.

Management of intake for Record of Innovation (ROI) and Consultation Requests: (20%)

Manage intake of all record of innovation (ROI) submissions from UW faculty, researchers, staff and students from CoMotion website form, review for accuracy, review and respond to funding requirements, and assign to appropriate manager for review.

Analyze and determine all University and third -party intellectual property (IP) interests in the ROI.

Initiate contact with UW faculty, researchers, staff and students, to complete ROI's in accordance with UW policy and federal regulations. Explain the ROI process and requirements.

Process information required on grants with Principal Investigator/Investigators (PI).

Ensure accuracy of information and records received as it relates to federal reporting obligations.

Determine inventorship information, and when necessary, obtain information from other universities and institutions.

Be familiar with the UW Patent, Invention, and Copyright Policy to ensure that all new ROIs are in compliance with Policy.

Provide information and field any questions from UW faculty, researchers, and industry concerning UW's policy on ROI intake.

Prepare assignment of innovations for inventors listed in the ROI.

Oversee accurate ROI database entry into CoMotion's internal database. Regularly maintain and update information in the internal CoMotion database.

Be the first point of contact and manage all electronic and hard copy Consultation Requests received from UW faculty, students, and staff. Disseminate these requests internally, monitor responses and developments.

Collect ROI signatures.

Special Projects and Process Improvement: (15%)

Undertake special projects as required.

Participate in events, training, and seminars as necessary.

Liaise with Database Administrator regarding all aspects of database improvement and office efficiency tasks.

Provide training, standard operating procedures, and assistance to CoMotion staff on federal reporting and ROI’s.

REQUIREMENTS:

  • Bachelor's Degree or equivalent degree, with 2 years of experience in providing administrative support; or equivalent years of working experience.

  • Skilled in organizing, prioritizing, and multitasking projects to meet deadlines with attention to details.

  • Working knowledge of MS word and calendar applications.

  • Ability to handle confidential information and sensitive matters with diplomacy and discretion.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    DESIRED:

  • Experience working with grants.

  • Experience with reviewing, analyzing and managing intake of agreements on intellectual property.

  • Knowledge and use of database products: Addgene, TAD, NCI Database.
